VACANCY ANNOUNCEMENT
The Cabinet Secretariat, Government of Mongolia and Swiss Agency for Development and Cooperation (SDC) in partnership with the Ministry of Finance are implementing Decentralization Policy Support Project from September 2015. The Project Implementation Unit (PIU) now seeks a qualified candidate for the position of Project Administrator.
Job description
The project administrator is responsible for fulfilment of the project administrative issues and for compliance with the project financial requirements. In addition, she/he ensures that all documentations of the project are accurately filed and kept and supports the project coordinator in periodical reporting on the project. Furthermore, the administrator translates documents from Mongolian to English language and vice versa when needed.
Scope of work:
- Ensure that all commitments of funds (contracts of all kinds, purchase orders) are imputed into appropriate budget lines agreed with SDC;
- Check that commitments do not exceed both ceilings of the corresponding budget lines and the fund availability;
- Make sure that all contracts with PIU staff and consultants hired under the project are in compliance with the national labour and tax requirements;
- Check that tax requirements are fulfilled in the purchase of goods and services;
- Ensure that procurement procedures carried out by the PIU are compliant with regulatory documents agreed between relevant parties;
- Make sure that all payments are made timely and regularly;
- Ensure accurate book keeping of the project account and make sure all documents are filed and kept appropriately
- Issue the financial statements of the PIU;
- Keep updated record of the assets acquired by the PIU;
- Proceed to monthly bank reconciliations
- Other tasks assigned by project coordinator
Job requirements
- Bachelor degree or more in accounting or finance
- Work experience at least 3 or more years in accounting
- Experience in international or donor funded project
- Proven administrative and accounting skills and experience
- Proficiency in writing in Mongolian and English languages
- Microsoft Office skills (word, excel and power point)
- Pro-active thinking, enabling attitude
